Winter Pool on Kentucky Lake & Barkley Lake

Winter in Western Kentucky doesn’t mean the boating season is over—it just means the landscape has changed. As the Tennessee Valley Authority (TVA) and the Army Corps of Engineers lower the lakes to “winter pool” (roughly 354 feet, compared to the summer high of 359 feet), many shallow-water ramps can leave you high and dry.

Why the Water is Lower

Every year, starting in July and finishing by December, the lakes are drawn down five feet to create a “safety cushion” for spring rains and flood control. While this creates beautiful sprawling shorelines, it means many neighborhood ramps no longer reach the water’s edge.


Reliable Winter Ramps: Kentucky Lake

Kentucky Lake is massive, and while many secondary ramps are unusable at 354′, these major access points are built to handle the low water:

  • Kentucky Dam Village State Resort Park: Located at the north end, this is one of the most reliable deep-water ramps on the lake.
  • Kenlake Marina: Situated near the Eggner’s Ferry Bridge (US 68/KY 80), this ramp remains accessible throughout the winter.
  • Wildcat Public Access: Located in Calloway County, this is a popular year-round choice for locals with plenty of paved parking.
  • Paris Landing State Park (TN): If you are heading further south, the ramps at Paris Landing are designed for year-round deep-water access.
  • LBL Access Points: Within Land Between The Lakes, Twin Lakes and Fenton (near the bridge) typically remain functional at winter pool levels.

Reliable Winter Ramps: Lake Barkley

Lake Barkley is generally shallower than Kentucky Lake, making ramp selection even more critical during the winter months:

  • Lake Barkley State Resort Park: The main marina ramp is the “gold standard” for winter launching on Barkley.
  • Kuttawa Harbor / Hu-B’s: Located in “New” Kuttawa, this area offers deep-water access even when the flats are dry.
  • Mineral Mound State Park: This ramp is specifically maintained for year-round use and provides a great mid-lake jumping-off point.
  • Buzzard Rock Marina: Known for being a hub for winter fishermen, their concrete ramps are reliable even at the lowest marks.
  • Eddy Creek Marina: While the creek channel can be narrow, the main ramp at the resort is a staple for winter boaters.

Winter Boating Pro-Tips

  1. Stick to the Channels: At winter pool, many “shortcuts” you used in July are now mudflats or stump fields. Always stay between the buoys.
  2. Check the Levels: Before you hook up the trailer, check the TVA Lake Levels app or website. Heavy rain can cause the lake to rise several feet in 24 hours.
  3. Watch for Floating Debris: Winter rains often wash logs and “floaters” into the main channel. Maintain a safe speed.
  4. Tell a Friend: With fewer boaters on the water, help is further away. Always file a “float plan” with someone on shore.
